Intensive Level Architectural Survey of the Borough of Berlin, Camden County, New Jersey

Introduction: "This cultural resource survey is an update of the report completed in 1991 which surveyed 600 resources at the reconnaissance level. Of those, 'just over 200' (in the words of the survey's author, Meredith Arms) were then surveyed at the intensive level (that term was used in the 1991 survey; however, the level of information generated does not conform to the level considered intensive in 2018). Streetscapes and districts were also surveyed and recommended in the 1991 survey, while recommendations for streetscapes and other historic districts were not made through the current report. Archaeological resources were not investigated or examined. Deed research and extensive examination of primary source material was not within the scope of the 1991 survey, nor was it within the scope of this investigation. Of those resources surveyed in 1991, 88 were subsequently gathered as a historic district and listed in the New Jersey and National Register of Historic Places as the Berlin Historic District in 1995. Additionally, the Berlin Historic District was designated a local historic district by the Berlin Historic Preservation Commission on December 15, 1997. The boundaries of all three districts (Local, State, and National Register) are identical to each other. The funding for this project allowed survey of only a portion of the 600 originally surveyed resources; the list of 227 lot/properties for this survey update was determined by the NJ HPO and the Berlin Historic Preservation Commission. This survey will enable the Borough of Berlin's Planning Board, Zoning Board of Adjustment, and Historic Preservation Commission to make informed land use decisions in accordance with the municipal Master Plan, local ordinances, and the Municipal Land Use Law. It will also assist the Berlin Historic Preservation Commission in making reasonable, consistent, and justifiable decisions. Finally, the updated survey will serve as a recommendation for the possible expansion to the boundaries of the Berlin Historic District and any extension of the period of significance for the Berlin Historic District."
