From the Introduction: "The Design Guidelines for Neighborhood Conservation Districts are intended to assist property owners and the Building and Planning Department in the protection of the character-defining qualities of designated Neighborhood Conservation Districts. The guidelines provide an analysis of what is special about each Neighborhood Conservation District and offer specific direction for preserving those qualities. To achieve these goals (to protect the character-defining qualities of existing dwellings and to protect and enhance the character of neighborhood streetscapes), the guidelines strive to meet the following objectives: to assist property owners in planning for alterations to and rehabilitation of existing dwellings in the Neighborhood Conservation District; to assist property owners in planning for additions to existing dwellings in the Neighborhood Conservation District; to assist property owners in planning for new construction in a Neighborhood Conservation District; and to ensure that reviews of applications are consistent. The guidelines highlight the unique character of established residential neighborhoods in the township and help establish a process for accommodating change over time in a manner that enhances neighborhoods, encourages pride, fosters stewardship, increases property values, and generally improves the quality of life in the community."
