In 1973, the Smithsonian Institution, through the National Armed Forces Museum Advisory Board, contracted with the office of Raymond, Parish, Pine and Plavnick for planning services related to a special Bicentennial Program (1976) and a Bicentennial Outdoor Museum long-term interpretive program, originally to be located at Fort Washington, Maryland. During the course of the design contract, the Smithsonian with the concurrence of the National Park Service, requested a study be made of the existing Endicott Board Era fortifications, eight concrete gun and mortar batteries constructed between 1897 and 1905. The office of James Madison Cutts, Consulting Structural Engineers subcontracted to perform this work under an extension of the terms of the original contract with Raymond, Parish, Pine and Plavnick. The Scope of the Report includes a structural condition survey of all eight batteries, with detailed information and cost estimates for possible prevention of deterioration and/or restoration work developed for four of the batteries. Batteries selected for such cost and work descriptions are Decatur, Meigs, White and Many. Historical data relative to the construction and operation of the batteries is presented in Volume II of the report and documentary photographs are included for all batteries. The evaluation is aimed at presenting possible measures which could be taken to exhibit the selected batteries, ranging from minimal clearing to major restoration, and an indication of associated costs. This data is intended to be of assistance to the Smithsonian and National Park Service in any interpretive development of the area under the terms of their present cooperative agreement
