The Evening Star Building is an 1898 Beaux Arts structure which the Pennsylvania Avenue Development Corporation is preserving and allowing to project beyond the new standard sidewalk width of 100'. It is a category III landmark. It is joined with a larger structure on 11th Street, the Star Annex built in 1920. The planned development is to extend the existing structures to the west and north sides. Additional floors are planned to be built above the Star Annex in accordance with the setbacks required by PADC. The Star Building will include 29,000 gross square feet of retail space, 178,4000 gross square feet of office space and 11,600 gross square feet of exhibition space. The Star Building is being redeveloped to attract premium office tenants. Time Incorporated is the prime office tenant and will sponsor a major exhibit on the Avenue within the "island of space" created between Pennsylvania Avenue, 11th Street, and the new public arcade. The exhibit is linked to additional shops and commercial space on the lower and mezzanine levels. At the previous presentation of the Star Building to the Design Advisory Group on June 17, 1980, an agreement was reached as to the general massing or "footprint" of the building. It was then said that the existing Star Building required some additional bulk to visually reinforce it so that it might be seen along with the Old Post Office across the Avenue as forming a kind of gateway at that point on Pennsylvania Avenue. The Advisory Group also at that time stated its feelings about several other aspects of the design: 1. That the Old Star Building remain the dominant element of the project. 2. That the new facade on Pennsylvania Avenue continue to be set back somewhat from the Old Star facade as was shown in the design at that time. 3. That the new facade not match or mimic the Old Star facade. 4. That the arcade passage through the building which is intended to continue the wide sidewalk of the Avenue, be kept open to the public.
