From the Executive Summary: "This document...meets the requirements stipulated by the New Jersey Municipal Land Use Law (MLUL) for the content of an HP Element, and includes an inventory of local historic resources that lists their locations and a description of their significance, a discussion of the standards used to assess the significance of historic resources, and an analysis of the impact of other master plan elements on the City's historic resources. Additionally, the 2019 HP Element provides an analysis of private sector issues related to historic resources in the City, establishes historic preservation goals and objects, and includes an action plan that outlines strategies and a timeline for the implementation of a series of historic preservation recommendations. The report contents of the 2019 HP Element are organized into 11 sections. The Introduction states the purpose of the 2019 HP Element and explains the many values and benefits of historic preservation. Chapter 2: History provides an overview of the City's historic and architectural context, including important themes and development patterns. Chapter 3: Historic Preservation in Plainfield focuses on the achievements and important legacy of planning and preservation activities over the course the City's history to the present day. Chapter 4: Plainfield Historic Preservation Commission explains the local ordinance, why certain properties are deemed to be of 'historic significance, the National Register Criteria for Evaluation, and how Plainfield designates such properties. Chapter 5: Public Policy Review describes all of the relevant policies, plans, regulations, ordinance, laws, and incentives at the municipal, county, state, and federal levels that could impact historic resources. Chapter 6: Inventory: Historic Resources in Plainfield describes the City's previously-identified historic resources, as well as potential historic resources discussed through development of this plan. Chapter 7: Measuring Policy Effectiveness includes a discussion of historic preservation achievements accomplished in Plainfield, and identifies public and private sector threats to the City's historic resources. Chapter 8 lists the City's historic preservation goals and a set of corresponding objectives, which have been developed specifically for this element to provide guidance for future preservation efforts in Plainfield. Chapter 9, Recommendations contains a series of historic preservation recommendations for the City that are drawn from the opportunities discussed throughout the 2019 HP Element preparation, and provides suggestions for effectively implementing these recommendations over time. Finally, Chapter 10: Appendix includes references to a variety of useful resources drawn upon throughout this document."
