From the Introduction: "The State of Delaware boasts a distinctive landscape known for its significant natural and cultural qualities. Part of the Middle Atlantic Coastal Plain, this landscape has been a place of human sustenance for thousands of years. Changing human communities have had changing impacts upon the land, especially since initial European settlement in the 1630s. These impacts have created layers of natural and cultural landscape patterns that are integral to Delaware's story. As the landscape continues to evolve, Delawareans have increasingly sought to guide growth and change in ways that preserve and enhance the state's character and quality of life. This 2018-2022 State Historic Preservation Plan provides an inclusive framework as well as a focus for stakeholders with common interests to work toward protecting Delaware's heritage for the future. The plan should also be viewed as part of state government's strategy for growth change, correlated with the 'Delaware Strategies for State Policies and Spending', providing guidance for local actions. The national movement to conserve natural and cultural heritage began with the recognition that America's wasteful use of land, resources, and buildings was no longer acceptable or sustainable for the future. In the late nineteenth and early twentieth centuries, government agencies were concerned mainly with the conservation of natural resources, while private groups saved individual landmark buildings. In the mid-twentieth century, the federal government passed legislation to create the first nationwide governmental program for historic preservation. The State of Delaware has participated in this program since 1970. Today, all levels of government, statewide organizations, and many local groups are involved in historic preservation and need to work together towards a sustainable future the protects the important reminders of our past. This document sets out the next steps for Delaware to work towards the goals of the broader heritage conservation movement."
