2016. Final Project Outline Report Fiscal Year 2015 Special Project - Survey and Inventory/Archaeology Project #3: Project Review and Compliance. Palau Historic Preservation Office, Bureau of Cultural and Historical Preservation, Ministry of Community and Cultural Affairs

Summary of Achievements: "The Bureau of Cultural and Historical Preservation/Historic Preservation Office is fortunate to have a Deputy Historic Preservation Officer who also tasked as a Section Head for the Survey & Inventory/Archaeology Section who was able to complete the Project Review Product for the section with the assistance of the on board Compliance Officer and a newly hired Historic Preservation Specialist/Archaeological Surveyor. The Survey & Inventory/Archaeology Section is required to implement the standard operations for the Project Review and Compliance to ensure that services are available to the public. Purpose - To perform review and compliance, this involves the following tasks: initial application review; background research; field investigation; communicating with state and traditional leaders, when necessary; process permit application; monitor as needed; Section 106 compliance if required; and drafting the necessary MOU (memorandum of understanding) and/or MOA (memorandum of agreement), when necessary. The Survey and Inventory/Archaeology Section reviews an average of 300 permit applications a year. Each permit requires background research; most require site visits, including permits from Babeldaob and the outer islands. Some permits require more extensive investigation and those that involves U.S. funding must go through Section 106 process. Projects also need to be monitored to ensure all activities are accord to all requirements, which requires additional travel to sites. Monitoring also includes investigation of unpermitted construction." Project funding was provided in part by a Historic Preservation Fund grant to the Palau Historic Preservation Office, Bureau of Cultural and Historical Preservation, Ministry of Community and Cultural Affairs, administered by the Pacific West Regional Office, National Park Service, U.S. Department of the Interior (grant number P15AF00111).
