The Statue of Liberty National Monument is a United States National Monument comprising Liberty Island and Ellis Island in the U.S. states of New Jersey and New York. It includes the Statue of Liberty (Liberty Enlightening the World) by sculptor Frédéric Auguste Bartholdi and the Statue of Liberty Museum, both situated on Liberty Island, as well as the former immigration station at Ellis Island which includes the Ellis Island Immigrant Hospital. Ellis Island, for some 50 years, was the major entry to the United States for immigrants from Europe. During its turbulent lifespan, between 1892 and 1954, about 12 million immigrants passed through its doors. Its administrators and staff processed some 5,000 people daily at the peak of immigration, and up to 11,747 on one record day. The centennial of the opening of Ellis Island will be in 1992. It is the intent of the National Park Service to rehabilitate and upgrade the deteriorating condition of Ellis Island to make it a proper monument for a historic "gateway" to the United States. As part of the overall restoration and future use of Ellis Island, utilities must be installed to the island. Utility lines required for operation of this historic facility will include a domestic water main, a sanitary sewage force main, a natural gas pipeline, and electrical and telephone transmission lines. The proposed utilities installation route will cross upland areas at Liberty State Park in Jersey City, New Jersey and pass underwater to the island along the bottom of Upper New York Bay. The total project length is slightly greater than one mile and is estimated to be completed over a period of approximately one year.
