A recent archaeological survey uncovered the US Navy Administration era hydroelectric plant, pipes, and reservoirs. The dam project started as a way to store fresh water that had been hard to come by even with the high annual rainfall in American Samoa. The energy released by the water was taken advantage of by the Naval Governor, who then had a hydroelectric plant built that provided power to the Naval Station via steam turbine generators. Project funding was provided in part by a Historic Preservation Fund grant to the American Samoa Historic Preservation Office, Executive Offices of the Governor, administered by the Pacific West Regional Office, National Park Service, U.S. Department of the Interior.
