In response to an article shaming the United States for its treatment of American Samoa, more funding was given to maintaining and developing the territory. One priority was education. To improve education, new schools were built and the Michael J. Kirwan Educational Television Center was created to broadcast lessons across American Samoan, making the largest educational system in the world at the time and a model for education for other underdeveloped countries. Project funding was provided in part by a Historic Preservation Fund grant to the American Samoa Historic Preservation Office, Executive Offices of the Governor, administered by the Pacific West Regional Office, National Park Service, U.S. Department of the Interior.
