Lincoln County Courthouse Condition Assessment Report

From the executive summary: "Overall, the exterior of the courthouse is in good condition, but select elements of the exterior do require repair. The most notable of these are the windows and the three exterior entry points. Infiltration that is resulting in deterioration of finishes on the lower level was found to have two primary sources: above grade entry and below grade entry. Above grade entry was definitively identified, however, the source of below grade infiltration is less certain. The uncertainty is a result of the concealed conditions and unknowns regarding the most recent efforts to waterproof the foundation. Follow up studies and investigations are recommended based on observed conditions to determine whether a source or sources can be pinpointed. Repair recommendations address the above grade infiltration. However, due to the uncertainty about the below grade infiltration, recommended repairs and costs were not developed. ...Since the courthouse is listed on the National Register of Historic Places and the Register of Historic Kansas Places, work will be reviewed by the State Historic Preservation Office. With that in mind the repair recommendations are made such that they comply with the Secretary of the Interior's Standards for Rehabilitation. The Standards for Rehabilitation offer the most flexibility in approach. Compliance with this Standard also allows the county to take advantage of the State Historic Tax Credit program which provides a transferable credit equal to 25% of qualifying project expenditures. ...Lincoln County has one of the most beautiful and unique courthouses in the state. Civic pride in the courthouse is evident from interactions with staff and the public. The county commission is wise to plan for the continued use of this wonderful gift from past generations."
