Historic Preservation Training Center

The National Park Service Historic Preservation Training Center (HPTC) was engaged by Antietam National Battlefield (ANTI) to provide information pertaining to the character defining features of the Roulette Farm Springhouse, including an assessment of all architectural fabric with treatment recommendations for preservation of extant fabric and a structural review and assessment of certain structural features. A copy of the approved Project Agreement is attached as an Appendix to this report. This report also includes a structural engineering overview of load bearing members of the floor frame and roof frame systems as well as an overview of stone wall conditions. The report identifies deficiencies in physical conditions of features, materials and systems identified through non-destructive architectural and structural fabric investigations and evaluations. It is intended that this material will become incorporated into the park’s Historic Structure Report as supplemental information [see PMIS project # ANTI-062010 (B)]. The HPTC team conducted the inspection and assessment during various day trips to the park during July and August 2005. The character defining features of the structure were determined through a field survey conducted on-site. This established the building feature master list used to conduct the inspection and assessment. This report is an abbreviated exterior condition assessment report. It includes identification and documentation of character defining features and development of recommended preservation treatments based on the condition and maintenance deficiencies of the structure and treatment direction from park staff (preservation maintenance). Features have been assessed to determine if they are in Good, Fair, or Poor condition and assigned a maintenance deficiency rating of Critical, Serious, or Minor; this allows for development of immediate, short and long term treatment strategies. A five (5) year treatment plan was developed based on input from park staff. Definitions of the previously listed terminology are derived from the NPS Inventory Condition Assessment Program (ICAP) and the Park Facility Management Division’s Asset Management Process (AMP), Facility Management Software System (FMSS) and Facility Condition Assessment Survey (FCAS) and adopted for use by the HPTC. Definitions are provided in this report. The Uniformat 2 Building Inspection Guidance (4100) Work Breakdown Structure was used to organize the condition assessment so it is readily transferable into either the Comprehensive or Annual Condition Assessment inspection (CAC, CAA) format. Those FMSS Substructure features include the foundation and basement construction, superstructure, exterior closure and roofing, interior construction, stairs and interior finishes. Subtopic sections are included for these listings. The Roulette Farm Springhouse has known maintenance deficiencies resulting from a variety of impacts, most notably the weather, wear and tear, and lack of a cyclical and/or routine maintenance program. All recommended treatments meet NPS policy for Cultural Resource Management Guideline (DO-28) and The Secretary of the Interior’s Standards for the Treatment of Historic Properties as pertains to National Park Service historic structures. All treatments are intended for general execution by trained NPS preservation / maintenance personnel.
