Eckley Miners' Village Strategic Plan

Introduction: "The Pennsylvania Historical and Museum Commission (PHMC) retained Urban Partners, in cooperation with Hurley-Franks & Associates, to undertake a Strategic Plan for Eckley Miners' Village. The Plan is funded by the Appalachian Regional Commission and PHMC. The Strategic Plan provides a business model for the successful management and operation of Eckley. This involves creating a long-term vision for the Village, providing a strategy for three years of actions to achieve the vision, and suggesting additional longer term steps that will maintain momentum toward the vision beyond the initial three years. The plan identifies strategic investments that address present-day preservation needs for the historic property, ensure that it has a financially sustainable future, and position it to advance local and regional economic activities. The Strategic Plan consists of several key component. The first is a summary of engagement and input, which was Phase 1 of the planning process. Next is a summary of the analysis of background conditions, which was Phase 2 of the process. This includes a summary of Eckley's current operations and physical conditions, as well as a summary of the market analysis conducted to identify potential new uses for the Village. The bulk of the Strategic Plan is the business plan and implementation plan. The business plan identifies strategies for economically viable uses for currently vacant buildings as well as expanded utilizations of the site to achieve its full potential. In addition, the Plan contains guidance for implementing the strategies to ensure a sustainable future for Eckley. The report beings with a vision statement for Eckley as well as several goals to fulfill the mission."
