From the Planning Process: "Since 1975, the SHPO has operated on a five-year planning cycle. The major components in the preparation of the 1995 comprehensive plan have been development of a vision for historic preservation in Michigan; assessment of the status of Michigan's historic resources; identification of demographic, economic, governmental, and environmental trends that affect those historic resources; identification of critical issues; and development of goals. The vision for the future of historic preservation in Michigan that beings the comprehensive plan is based on the vision developed by the SHPO staff of archaeologists, architects, historians, and planners, and members of the Michigan Historic Preservation Network for the Michigan Historic Preservation Community Plan in 1994. Information about historic resources derives primarily from records created and collected by the SHPO and the Office of the State Archaeologist. Information about relevant social trends comes primarily from reports and periodicals prepared by other organizations and agencies, including census data, economic reports, planning studies, and government task force reports. SHPO staff members identified critical issues through a process of discussion and analysis, assessing the status of historic resources in relation to social trends and to the issues and needs identified by the public. SHPO staff then developed goals and objectives based on these issues and on the status of goals from previous planning efforts. In addition to the many files, reports, and databases used to support the plan, staff experience, though more difficult to put into a footnote, has been essential to the entire process. ...The statewide action agenda will form the basis for the work plan that the SHPO develops each year as part of its Historic Preservation Fund grant application. The goals and tasks of the SHPO's annual work plan relate directly to the goals and objectives of the comprehensive plan, reflecting the priorities identified for that year. Comprehensive plan goals and objectives are also furthered through integration into the selection criteria that the SHPO uses in awarding HPF matching grants. ....The 1995 comprehensive plan will guide historic preservation in Michigan until a new plan is completed in the year 2000. SHPO staff will continue to assess goals, collect information, and solicit public comment throughout the five year period. In 1998, staff members will begin again to compile and analyze information for the new comprehensive plans." Project funding was provided in part by a Historic Preservation Fund grant to the Michigan State Historic Preservation Office, Michigan Economic Development Corporation, administered by the State, Tribal, Local Plans and Grants division, National Park Service, U.S. Department of the Interior.
