From the brochure: "A COA is a document issued by staff or the Architectural Review Committee (ARC) certifying that the proposed exterior alteration to a structure or property complies with the Design Guidelines. An exterior alteration includes changes to all sides of the building, the front and rear yards, and streetscape. Common alterations requiring a review include but are not limited to, signs, decks, fences, windows, doors, siding, roofing, retaining walls, and painting masonry." Project funding was provided in part by a Historic Preservation Fund grant to the Kentucky Heritage Council administered by the State, Tribal, Local Plans and Grants division, National Park Service, U.S. Department of the Interior.
