From the Executive Summary: "The City of Beverly has prepared a Historic Preservation Plan to encourage and support the preservation of historic and cultural resources within the City. The Historic Preservation Plan is a companion piece to PlanBeverly, the City's 2020 Comprehensive Plan, applying the goals, strategies, and recommendations of the Comprehensive Plan to the preservation and appropriate treatment of historic buildings, neighborhoods, and landscapes throughout the City. Beverly has developed and changed over the past three centuries in response to large scale economic, social, and demographic trends that have played out locally in the City's landscape. Distinct historic building and landscape resources associated with each period of Beverly's historical development have created a complex layering of history that contributes to the City's distinctive character and quality of life. PlanBeverly emphasizes the historic physical character of neighborhoods within the City and the accommodation of growth in ways that preserve and enhance historic character while meeting changing needs. The Historic Preservation Plan outlines and prioritizes a range of recommendations that, with community support, will help implement that vision."
