Cumberland Town Hall Conditions Assessment

From the Introduction: "Architectural Preservation Studio, DPC (APS) was retained by the Town of Cumberland for a Conditions Assessment for Cumberland Town Hall, including: 1) Evaluation of the exterior architectural fabric and structural condition, interior conditions and layout, and building site; 2) Outline short, medium, and long-term preservation and rehabilitation priorities, with the various sub-projects grouped and sequenced to facilitate discrete phases of work that can be carried out as funds are secured; and 3) Summary of costs associated with the prioritized recommendations in the report. The intent of this Report is to describe the existing conditions and deficiencies observed, document those findings, and provide the Town of Cumberland with recommendations for a proposed scope of work and a preliminary budget cost estimate. Sources of damage and deterioration in this Conditions Assessment include but are not limited to: natural building settlement; failed materials in the building itself; deterioration due to exposure to the elements, previous leaks and moisture infiltration; wear from use; deterioration due to age; previous alterations and inappropriate repairs. This report has been been prepared for the Town of Cumberland as an account of the findings. The information obtained during the survey investigation is detailed in this Conditions Assessment. This report includes a brief history, existing conditions, deficiency and deterioration findings, repair recommendations, and a budget estimate for implementing the recommendations. ...Site visits were completed in the Winter of 2020 to document and observe the Town Hall in its current condition. The Town of Cumberland provided the numerous generations of floor plans including one original West Elevation and Tower Detail, and partial renovation drawings from 1941, 1948, 1966, 1989, 1991, 2008, and one plan with no date; specifications from 1964 and 1966; newspaper articles from late 1990s and early 2000s; a report from Verdin Bells and Clocks; and drone images of the Tower."
