From the Abstract: "In February 2020, the city of Sioux Falls issued a Request for Proposals (RFP) to survey a primarily residential neighborhood in south central Sioux Falls, bounded by Phillips Avenue on the west, Cliff Avenue on the East, and 33rd and 38th Streets on the north and south respectively. The project was to be a reconnaissance level survey which would include a survey report with recommendations for further historic preservation efforts and a history of the neighborhood. Individual houses were to be documented and entered into the South Dakota State Historic Preservation Office's (SHPO) database. The neighborhood surveyed was built out primarily in the 1960s. A 1968 aerial photograph shows only 73 homes in the survey area. In contrast, a 1971 aerial photograph shows 252 homes in the area. At the time of the survey, there were 340 individual properties in the survey area. 177 of the homes in the neighborhood, just over half the properties in the survey area, were constructed between the fall of 1958 and the spring of 1971. ...The survey area represents a fascinating microcosm of residential development trends beginning between World War I and World War II and continuing on down to the mid-70s. None of the six areas identified is large enough to display the full range of characteristics associated with its period, but in each area enough characteristics are displayed to provide an instructive demonstration of the evolution of home design, planning, and zoning through the middle of the 20th century. Two areas in particular merit additional surveys and consideration for nomination to district status."
