From the Introduction: "The Frank Hughes Memorial Library is located at 210 East Franklin Street in Liberty, Missouri. Constructed in 1940 as the first public library in Liberty, the building is still owned by the City of Liberty serving as the home for the Clay County Archives since the mid-1980s. The frank Hughes Memorial Library is individually listed on the National Register of Historic Places under Criterion A for Social History and Criterion C for Architecture. STRATA Architecture + Preservation (STRATA) and their Design Team were hired by the City of Liberty to conduct a Preservation Plan for the Frank Hughes Memorial Library. The plan assessed all major visible components of the building and documented their existing conditions. Based on the information compiled through the assessment and from conversations with the city and representatives from the archives, immediate, short-term, and long-term treatment recommendations were developed. A maintenance schedule was also created to help with the future maintenance of the building. It is located in Appendix A. The goal of this Preservation Plan is to provide baseline existing conditions documentation of the historic building and serve as a guide for long-term care. This is a planning document that will help the City of Liberty and the Clay County Archives with the general maintenance of the building along with proposed future rehabilitation and upgrades. The assessment included field study, which was used to identify issues that require maintenance or repairs to preserve the structure. No destructive physical investigation or testing was included as part of this scope of work. Conversations with the City of Liberty and the Clay County Archives were used to identify modifications that are needed or desired to meet the Archive's long-term building use. The treatment recommendations are prioritized into immediate, short-term, and long-term treatment recommendations with an itemized cost estimate for the identified repairs and potential rehabilitations...."
