Under Contract No. N62472-92-D-1296, Northern Division, Naval Facilities Engineering Command issued Contract Task Order (CTO) No. 0006 to EA Engineering, Science, and Technology to conduct an Environmental Baseline Survey (EBS) at Naval Station-New York. Naval Station-New York includes Fort Wadsworth, Stapleton Homeport, Front Street Properties, Brooklyn Naval Station, and four remote housing complexes (Dayton Manor, Floyd Bennett Field, Mitchel Field, and Mitchel Manor). No review items were identified at Stapleton Homeport and Dayton Manor. Mitchel Field and Mitchel Manor are not on the Base Closure and Realignment Act (BRAC) list and, therefore, are not included in the Work Plan. Locations of the Naval Station-New York EBS Phase II sites are shown on Figure 1-1. The final objective of the CTO is preparation of an EBS Phase II Work Plan for review items that require field sampling to either confirm the absence of hazardous substances or petroleum products or assess the nature and extent of hazardous substances or petroleum products. The purpose of the EBS Phase I, conducted by EA in the Fall of 1993, was to identify and document uncontaminated real property at installations undergoing closure or realignment. As defined in the Community Environmental Response Facilitation Act (CERFA), uncontaminated property is any real property on which no hazardous substances or petroleum products or their derivatives have been stored for one year or more, or known to have been released or disposed
