Floyd Bennett Field is part of the Gateway National Recreation Area in New York City. A Development Concept Plan has been adopted for the Field Area and actions are underway to implement the plan. The specific means of addressing circulation, parking and access is an important aspect of the Development Concept Plan. This report documents a comprehensive study aimed at addressing future access and circulation at Floyd Bennett Field. The study process consisted of the following steps: An assessment of existing and future conditions Development of goals and objectives Generation of ten alternatives to address the objectives Comparison of alternatives and recommendation of a preferred alternative Refinement of the features of the preferred alternative The preferred alternative was selected in consideration of a number of factors including relative cost, aesthetics, area resources, efficiency, safety, environmental concerns, and visual aspects.
