This Historic Resource Study examines the Reconstruction Era in the National Capital Area (NCA) of the National Park Service (NPS). The NCA is comprised of the District of Columbia; Prince George’s, Montgomery, Frederick, and Washington counties in Maryland; Fairfax, Arlington, Loudoun, and Prince William counties, and the City of Alexandria, in Virginia; and Jefferson County in West Virginia. This report focuses on the attempts to reunite the country during the Reconstruction Era and is divided into two broad entwined themes. One reflects congressional, legislative, and judicial approaches that have almost exclusively defined Reconstruction for over a century. The second and historically least addressed theme exposes African American initiatives and proactive efforts and responses over time. The communities and churches, organizations and schools form the foundations of the all-important “communal infrastructure” that would buoy through the most promising hours and the bleakest days of Reconstruction. By extending the dates of Reconstruction, from Compensated Emancipation in Washington, D.C in 1862 to the revised Virginia constitution of 1902, this report moves beyond the traditional legislative and political view of Reconstruction as ending in 1877, to encompass the civic, social and communal events that were also taking place within the African American experience.
