Over the last decade, the population of Devils Hole pupfish (Cyprinodon diabolis) has ranged in size from 35 to 187 observable fish. Managing agencies have implemented a number of management actions to conserve this iconic species including habitat manipulations, captive rearing efforts and research projects on the Devils Hole ecosystem. The managing agencies recognize the need for a strategic framework to identify and implement appropriate actions based on real-time ecological conditions and the best available science. Phase 1 (Hausner, 2017) of the Devils Hole Pupfish Strategic Plan provided a review of ecological stressors and past management efforts, and identified data and knowledge gaps that should be addressed in the future. Phase 2 of the Devils Hole Pupfish Strategic Plan provides managing agencies with guidance to efficiently respond to changes in Devils Hole pupfish health and population size, as well as changes to habitat conditions in Devils Hole. Through the development of scenarios related to Devils Hole pupfish population dynamics and habitat conditions, a set of triggers and actions are defined to assist managing agency personnel in critical evaluations of current conditions prior to implementing appropriate actions.
