The National Park Service (NPS), in collaboration with the Program for the Study of Developed Shorelines at Western Carolina University, developed a standard natural hazards and climate change vulnerability assessment methodology for infrastructure in coastal national parks. The Coastal Hazards & Sea-Level Rise Asset Vulnerability Assessment Protocol evaluates the vulnerability of NPS buildings and transportation assets to sea-level rise, flooding, and shoreline change (note that underground utilities are not included as of this writing due to incomplete data regarding location, condition, and other attributes). The fundamental purpose of vulnerability assessments is to understand the degree to which resources and assets are “susceptible to harm from direct and indirect effects of climate change, including variability and extremes” (NPS 2021a). This document describes the developmental history of this protocol and provides a detailed description of the methodology.
