The Gateway parcels, proximal to the high density population of the New York City Metropolitan Area, are irreplaceable, underdeveloped shore lands whose recreation potential is inestimable. Many organizations and government agencies are working to see that this valuable resource is not wasted. Homeowners are being asked to sacrifice. The great recreation needs within the metropolitan area add strong pressures. 20,000,000 people or 10% of the nation's citizenry lives within the metropolitan area. In New York City alone, 2.5 million people have annual incomes of less than $5000, 2.5 million people lack cars. There is great need for recreation facilities which have relatively inexpensive and available transportation access. Obviously, the need for extensive recreation facilities is great. The National Park Service under the U.S. Department of Interior is to be commended since they are fully committed to the premise of providing adequate recreation facilities in the metropolitan area. They have been utilizing staff time in dollars to reverse the trend they have found at existing national parks which was reported by a NPS spokesman--of those people who visit national parks, if their annual income is greater than $15,000 they will visit a national park four times a year, and if their annual income is less than $15,000 they will visit a national park once in four years. The NPS realizes its responsibility in developing Gateway to attract the latter group to a national recreation area.
