This Environmental Assessment (EA) documents the results of a study of the potential for environmental effects of a proposed action by the U.S. Army Reserve Command. The proposed action is the acquisition and use of buildings and land at U.S. Naval Station - New York, Fort Wadsworth on Staten Island, New York. This study was conducted in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended [42 United States Code, 4321 et Seq.], the Council of Environmental Quality regulations [40 Code of Federal Regulations, 1500-1508], and the Army Regulation 200-2. The purpose of this study was to determine whether or not the proposed action posed potential for significant effects on the environment, and would thereby warrant more detailed study of possible impacts, mitigation, or alternative coursed of actions. A Preliminary Assessment Screening (PAS) field inspection was made concurrently with the inspection made for this EA document. That PAS provides input to this EA, and is incorporated here by reference. The PAS also complies with the requirements of AR 200-1, "Environmental Protection Enhancement" and supplemental guidance. The PAS is publicly available upon request from the U.S. Army Reserve Command, Atlanta, Georgia.
