The Organic Act of 1916 (An Act to establish a National Park Service, and for other purposes) created the National Park Service. The Service was created to promote and regulate the use of the Federal areas known as national parks, monuments, and reservations already under the control of the Department of the Interior. The Act is broken in to 4 sections: The first section establishes the National Park Service, lays out its purpose and duties, creates new management positions for the Service, and assigns salaries for those positions. Section 2 states that the national parks, monuments, and reservations, to include Hot Springs Reservation in Arkansas, under the control of the Department of the Interior will now be managed by the National Park Service. The Service will also work with the Secretary of Agriculture where any national monuments and national forests share boundaries. Section 3 states that "the Secretary of the Interior shall make and publish such rules and regulations as he may deem necessary or proper for the use and management of the parks, monuments, and reservations under the jurisdiction of the National Park Service." Section 3 also gives the Secretary of the Interior authority to sell timber; control wildlife and vegetation as needed; grant privileges, leases, and permits for the use of land for the accommodation of visitors in the various parks, monuments, or other reservations; and grants the Secretary the privilege to graze live stock within any national park, monument, or reservation. Section 4 states "That nothing in this Act contained shall affect or modify the provisions of the Act approved February fifteenth, nineteen hundred and one, entitled "An Act relating to rights of way through certain parks, reservations, and other public lands." (U.S.C., title 16, sec. 4.)"
