The Lyndon Baines Johnson Memorial Grove on the Potomac (LYBA) is a component landscape located in the southwestern portion of Lady Bird Johnson Park (formerly Columbia Island), its parent landscape. Lady Bird Johnson Park is a 157-acre island that extends along the Virginia shore of the Potomac River, south of Theodore Roosevelt Island, east of the Pentagon, and west of West Potomac Park. The island is within the District of Columbia and is administered by the George Washington Memorial Parkway (GWMP); however, the memorial is located within the boundaries of both Lady Bird Johnson Park in the District of Columbia and the Commonwealth of Virginia on the Pentagon Reservation. LYBA consists of 17 acres on the island bounded by the GWMP on the northeast and Columbia Island Marina on the southeast. The Boundary Channel flows between the island and the entrance on the Virginia side, which is approximately two acres in area bounded on the northwest and southwest by the Pentagon Reservation. Approximately 12 acres of the Boundary Channel’s bed lies within the Cultural Landscape Inventory (CLI) boundary and a pedestrian bridge spans this waterbody connecting the two sides of the memorial. In total the LYBA cultural landscape comprises approximately 29 acres owned in fee simple by the National Park Service (NPS) with approximately two additional acres on the Pentagon Reservation, which is owned by the US General Services Administration (GSA) and managed by NPS under permit. The portion of the memorial on the island comprises three areas: the memorial grove, the meadow, and the parking lot adjacent to the Columbia Island Marina. The memorial honoring the 36th president, Lyndon B. Johnson, was authorized under Public Law 93-211 (later amended under Public Law 94-162) and designed by landscape architect M. Meade Palmer. Sculptor Harold Vogel created the megalith within the memorial grove and the architectural and engineering firm of Mills and Petticord collaborated on the memorial design.
