The U.S. National Park Service (NPS) proposes to re-construct existing roads, parking areas and miscellaneous site amenities at Fort Wadsworth in the Staten Island Unit of Gateway National Recreation Area. The proposed construction activities will disturb approximately 6 acres. The New York State Department of Environmental Conservation SPDES General Permit for stormwater discharges from construction activities that are classified as "not associated with industrial activities" applies to any construction project that disturbs more than five acres. The SPDES general permit requires that this Construction Activity Stormwater Pollution Prevention Plan (SPPP) be prepared prior to the beginning of construction. This plan must be amended whenever there is a change in the contractors(s), or a change in design, operation or maintenance of the site, which has the potential for the discharge of pollutants to waters of the state and which has not otherwise been addressed in the plan or if the actions required by the SPPP fail to prevent pollution. In accordance with requirements of the General Permit, a Notice of Intent (NOI) for Stormwater Discharges Associated with Industrial Activities was sent to the NYDEC. A copy of the NOI is provided in Attachment A.
