The purpose of this combined Cultural Landscape and Historic Structure Report (CLHSR) for the former Alley Spring State Park is to document, evaluate, and provide treatment guidance for the Alley Spring landscape and the Alley Roller Mill to support visitor use. It is intended to serve as a guide for the long-term care of the mill and the surrounding cultural landscape. Combining the studies into a single project has allowed for more efficient and coordinated research and ensured consistency in treatment recommendations for the subject resources in the study area. This CLHSR will also support a National Register Nomination for the Alley Spring State Park Historic District. The new nomination expands upon an existing listing for the Alley Roller Mill to include a larger cultural landscape that corresponds to the historic core of Alley Spring State Park. Based on the spatial organization of the Alley Spring landscape, this report separates the study area into five landscape character areas. Alley Spring State Park was created in 1925, very early in the process of establishing a state park system in Missouri; it is one of the oldest state parks in Missouri. In the 1930s, the property benefitted from the attention of the Civilian Conservation Corps (CCC), which had a temporary camp in the park in 1933-34. The core of the park has seen little additional development since the CCC completed its work in 1934. The park is significant under National Register Criterion A in the areas of Politics/Government and Recreation, and under Criterion C, in the areas of Architecture and Landscape Architecture. The overall period of significance for this study begins with the construction of the Alley Roller Mill in 1894 and ends in 1969, when the property came under federal ownership as part of the Ozark National Scenic Riverways. The purpose of the Ozark National Scenic Riverways is to conserve and interpret the unique scenic and other natural values and objects of historic interest, including preservation of portions of the rivers, preservation of springs, management of wildlife, and provisions for use and enjoyment of the outdoor recreation resources.
