The Plan for the Staten Island Waterfront, a part of New York City's Comprehensive Waterfront Plan issued in August 1992, presents detailed studies of the borough's five reaches, or waterfront study areas. For planning purposes, the city's waterfront is divided into 22 reaches, reach being a nautical term for a continuous expanse of water. The reach designations are based on common land use patterns and natural features, physical boundaries and community district lines. In most cases, the depth of the study area is limited to blocks fronting on or near the waterfront. However, where significant land use changes are considered, the studies examine broad upland areas to assess the implications of change on the waterfront. Eash study describes the history of the reach, examines existing conditions, identifies waterfront planning issues, and recommends actions for achieving the goals articulated in the waterfront plan. Staten Island, with one-fifth of the city's shoreline, offers numerous opportunities to capitalize on its stunning views of, and connections to, Manhattan, Brooklyn and New Jersey from the north shore and to enhance the marshes, coves and cliffs of the natural waterfront along the south shore. With nearly half of its waterfront zoned for industrial use -- by far the highest proportion amount the five boroughs -- many large vacant sites are available for industrial reuse or for residential and commercial redevelopment. Staten Island's waterfront also contains almost 4,000 acres of parks dedicated to recreation and to preservation of natural resources -- 3,000 acres in the Gateway National Recreation Area alone.
