In the summer of 1959 there was little. evidence that Lower Hall Island, connected with Upper Hall and Virginius Islands and with the north shore of the Shenandoah River except at high water, had been the site of a large arms factory of massive construction a century before. Historical research showed that there had been eight large masonry buildings, numerous smaller structures, and surrounding walls, canal works, and bridges on this five-acre site. It was recommended that "archeological exploration be undertaken to locate the foundations of this factory and especially to determine if there was sufficient evidence left to justify further excavation.
