The Annual Administrative Report and Workplan summarizes the activities of the National Park Service South Florida / Caribbean Network for FY14 and projected workplan for FY15. In FY 2014 the SFCN received a total of $2,340,293. Annual base funding for vital signs monitoring was $1,815,100 which included $1,571,000 in monitoring funds and $134,300 in water quality monitoring funds. In addition in 2014, the SFCN received $265,000 in vegetation mapping project funds for the EVER/BICY vegetation map. The Network also received $87,087 from the Youth Partnership Program for SFCN interns, $97,000 from the Water Resources Division to support Natural Resource Condition Assessments at Big Cypress National Preserve and Everglades National Park, $5,045 from Southeast Region GIS funding call for proposals, and $34,183 for replacement outboard engines from the regional unfunded requests (UFR) end of year funding call. Vegetation mapping funding from the Army Corp of Engineers (ACOE) totaled $146,678. After regional office assessments totaling $19,456.85, the SFCN had an operating budget of $2,320,836 in FY14. Those funds were allocated as follows: Sixty five percent (65% or $1,529,298) of the total FY14 budget was spent on personnel, 11% ($264,736) on cooperative agreements, 14% ($316,391) on contracts, 7% ($169,845) on operations, 2% ($40,566) on travel and less than 1% in regional assessments ($19,457). The draft Biscayne National Park Colonial Nesting Bird Protocol was completed, cleared management review, and was submitted to the regional office for external review. A draft version of the Coral Reef Monitoring Protocol is undergoing final internal review. Forest Vegetation and Mangrove Marsh Ecotone Monitoring and Periphyton protocols are nearing completion with draft versions expected in FY15. Major progress was made towards drafting protocols for Mangrove Soil Elevation Tables (multi-network) and for Exotic Fish in Canals. Significant efforts were put forward by SFCN on Marine Fish Community monitoring in South Florida, Marine Benthic Community monitoring in all coral reef parks, Colonial Nesting Bird monitoring in BISC, Coastal Geomorphology monitoring in BISC, VIIS, and EVER, Corridors of Invasiveness exotics monitoring in West EVER, Periphyton monitoring in BICY, and Ecotonal Movement monitoring in EVER and BICY. Additional effort has been focused on report development and automation of tasks, as well as continued data management. The EVER vegetation map project continued to fall behind under ACOE project managent. With the support of the EVER and BICY superintendents, SFCN was able to negotiate the mapping work be shifted from ACOE to NPS to ensure completiong of this extremely important project. Project funding to cover that mapping will begin to be shifted in FY15.
