The Annual Administrative Report and Workplan summarizes the activities of the National Park Service South Florida / Caribbean Network for FY20 and projected workplan for FY21. The South Florida/Caribbean Network (SFCN) supported 7 parks, utilized a federal staff of 16 with a base annual IMD/WRD budget of $1,680,729 for FY20. The SFCN will continue to improve park management through greater reliance on scientific knowledge. The FY21 program of work will support the collection and organization of data, and the monitoring of the status and trends of selected natural resources in Network parks. Progress will continue on protocol reporting, review, and revision. This includes a science review of the Fish Protocol to collaboratively make formal updates with external partners (NOAA and FWC). Data Summary Reports, Resource Briefs, and Operational Reviews will continue to be developed and reviewed per Regional Guidelines. Field work will continue throughout the fiscal year. Due to the COVID pandemic, field work currently requires the approval of Superintendents, the I&M Division Chief, and the regional Directorate, with Public Health concurrence. The majority of the work scheduled throughout the first half of the fiscal year can be conducted with appropriate safety mitigations and some modification of monitoring locations and schedules. If the pandemic extends into the latter part of the fiscal year it will adversely impact the majority of the marine and community team monitoring in SARI, BUIS, VIIS, and DRTO. Approximately 82% of FY21 funds will be spent on salary support for SFCN staff. Due to the pandemic, the travel, hazard, and overtime budgets are significantly lower in cost and have created opportunities to contribute funds into new and existing cooperative agreements. Overall, 72% of the FY21 budget will be considered fixed in FY21.
