Historic Survey Update and Recommendation of Eligibility Report for Phillipi, WV

From the Abstract: "In October 2020, the Philippi Historic Landmarks Commission received a Survey and Planning Grant from the West Virginia Division of Culture and History to complete a survey update of the Philippi Historic District (NR-90001241) and to conduct a brief reconnaissance survey of North Philippi to better identify historic assets and assess resource eligibility for listing in the National Register of Historic Places. Within the downtown district, 157 resources were surveyed and evaluated for National Register of Historic Places Eligibility. The downtown Philippi Historic District boundary is not recommended for expansion although several resources were recommended eligible and contributing to the district. The period of significance is recommended to extend to 1955 to include mid-century buildings that were excluded from the original nomination form. Thirteen properties are recommended to be added within the district. These include: 1. Kine’s Exxon, BB-0016-0008 2. Barbour Department Store, BB-0016-0014B 3. GC Murphy and Co., BB-0016-0014C 4. Nestor Building, BB-0016-0014D 5. Nationwide Insurance, BB-0016-0014E 6. Marie Young (Ranch) House, BB-0016-0035 7. IGA Grocery, BB-0016-0074 8. Barbour County Development Authority Building, BB-0016-0014E 9. EH Crim Building, BB-0016-0082A 10. First National Bank Building, BB-0016-00 11. Woodbridge Building, BB-0016-0089 12. Franutti House, BB-0016-0121 13. 27 Mill Street, BB-2029 Several modern churches were recommended eligible although they are not recommended eligible as part of the district. These include the Philippi Baptist Church (BB-0016-0082) and the Philippi EUB Methodist Church (BB-0016-0099). The religious structures in Philippi may all be grouped together as a multi-property nomination discussing the development of religious life in Philippi throughout the 19th and 20th centuries. Seventeen resources are recommended to change from contributing to non-contributing resources due to incompatible alterations and thirteen properties were demolished within the downtown district since the National Register Nomination was originally completed. Thirteen properties were also demolished since the original nomination form was completed. The former City Hall Building is recommended individually eligible for listing in the NRHP for its mid-century modern architecture. The Frontier Building may be individually eligible as well for its association with the telecommunication industry in Philippi. Within the North Philippi area, 213 resources were surveyed with only one resource previously surveyed. Six resources were recommended eligible, although only one is truly individual eligible for listing in the NRHP: the Myers Clinic/Philippi Hospital. These resources are discussed in more detail throughout the report."
