Council 21 Historic Building Survey Summary Document

From the Introduction: "In 2020, the Kentucky Heritage Council, which is the State Historic Preservation Office, awarded Louisville-Jefferson County Metro Government a Certified Local Government Grant. This grant funded survey of 1,331 properties within Beechmont, City of Lynnview, and Cumberland Avenue as well as a summary report. The grant’s goal was to understand and record the history of places in Council District 21. This survey is part of a larger preservation project that includes community engagement and education on preservation, potential National Register nominations, and potential financial benefits with Historic Rehabilitation Tax Credits. The staff of the Metro Historic Landmarks and Preservation Districts Commission and Council District 21 Representative Nicole George created an advisory group that could help inform and steer the survey project. Members of the advisory group include Stefanie Buzan, Leah Hughes, Michael O’Leary, David Pearl, PJ Ray, Betsy Ruhe, and Rachel Roarx. Each member of the team had a direct connection to a neighborhood or history within Council District 21. This advisory group assisted in the proposal review to hire consultants to assist with this work. The team selected Lord Aeck Sargent in conjunction with EHI Consulting and the University of Kentucky Department of Historic Preservation. Together, this team also created a list of Council District 21 “influencers.” These were citizens that agreed to help disseminate information on the project and help steer outreach efforts. Much like the advisory group, the influencers had a direct connection to a neighborhood or history within Council District 21. This summary report is broken into three sections—one for each survey area. Those sections cover the history of each area, explain the survey data and results, provide an evaluation on any possible National Register of Historic Places nomination, and list potential next steps. Just because a building is identified as being culturally or historically significant through this survey, it does not mean anything can or will happen. Additional preservation efforts must be community driven. This report provides information on what those efforts could entail."
