From the Introduction: "On behalf of the City of Syracuse and the Syracuse-Onondaga County Planning Agency (SOCPA), Environmental Design & Research, Landscape Architecture, Engineering, & Environmental Services, D.P.C. (EDR) conducted Phase III of a three-phase comprehensive reconnaissance-level survey of historic resources in the City of Syracuse, Onondaga County, New York. The survey project was funded by a Certified Local Government (CLG) grant to the City of Syracuse by the New York State Office of Parks, Recreation and Historic Preservation, Division for Historic Preservation (NYSHPO). The purpose of the survey is to: • Verify and update existing State- and National Register of Historic Places (S/NRHP) eligibility determinations as recorded in the NYSHPO Cultural Resources Information System (CRIS), including evaluating the eligibility of resources recorded in CRIS with an existing eligibility status of “undetermined” (i.e., S/NRHP eligibility has not been formally determined by NYSHPO); • Identify and evaluate additional resources within the Phase III Survey Area (see Section 1.2) that, in the opinion of EDR’s architectural historians, meet the National Register of Historic Places (NRHP) Evaluation Criteria (see Section 3.1); and • Identify and evaluate clusters of resources that, in the opinion of EDR’s architectural historians, may comprise historic districts that meet the S/NRHP Evaluation Criteria. The information and recommendations included in this report are intended to aid in future planning efforts relative to historic preservation initiatives, including nominations for listing in the S/NRHP as individual properties or historic districts, S/NRHP multiple property submissions, and applications for State and Federal Historic Tax Credit (HTC) rehabilitations of qualifying properties."
