Gateway's legislation, and the history of hearings before Congress during the years preceding passage of the legislation, clearly shows that Congress was aware that in creating Gateway it was assigning the National Park Service an unusual and highly innovative mission: to develop "the first federal recreation area in the heart of an urban complex" and to bring "the National Park program closer to the people than ever before." This document was prepared to assist in developing the critical aspects of the Core Mission.
