The National Historic Landmark (NHL) nomination for the Pottawattamie County Jail and Sheriff's Residence in Council Bluffs, Iowa documents its national significance under NHL Criterion 4 as an excellent example of a three-tier rotary jail, the largest type of rotary jail constructed. Rotary jails are a unique prison cell type that was invented as an economical alternative for the county jail system during the late nineteenth century. They exemplify the use of technology to address economic and social issues in rural America in the late nineteenth century. The period of national significance is 1885-1889.
