Proposal for an innovative project that interfaces all levels of government and citizenry for the purpose of understanding the intimate relationship between the natural resources that define the ecosystem and the economic processes that determine a balance, or lack thereof, between utilization and conservation of those natural resources. A second, but equally important, purpose is to utilize our understanding of this system as a means for quantifying effects of global pollution and other aspects of environmental change on a discrete, but relatively large, pristine and internationally-important area in the temperate latitudes.
