The story of Virginius Island is told in three main chapters coinciding with three different periods between 1820 and 1936. From about 1820 to the mid 1840's the island was occupied by small locally oriented mills supported by a socially diverse population. The second period, from 1840's until 1889, the island was absorbed into the Harpers Ferry community with the island being an industrial village with a population of working-class tenants. The Shenandoah Pulp company finally defined the island as a community of pulp mill laborers whose fortunes were tied to the mill and its slow demise due to floods in the 1920's and 30's.
