In 2006, the NPS National Capital Region (NCR) and the Historic American Landscapes Survey (HALS) developed a pilot project of the Witness Tree Protection Program which was aimed to identify and document twenty-four historically and biologically significant trees in the greater Washington, D.C. metropolitan area. This effort aimed to bridge the gap between recognizing trees for historic and biological significance, which are usually treated as two separate categories. Witness Trees were defined in order to incorporate historical criteria, as well as biological criteria. The resulting list included trees in the National Capital Region with the greatest overall significance. In 2018, George Washington Memorial Parkway (GWMP) hosted a Mosaics In Science (MIS) Intern, Malik Robinson, who worked to GPS existing and potential witness trees in the region. As part of the effort, photos were taken to document the state of each tree.
