BLRI is a challenging park to estimate use because of its miles of boundary and numerous access points via public and private roads and communities. Currently, BLRI is estimating its visitor use from protocols established in 2002 based on 15 vehicle counters deployed across its 469 miles of roadway. These counters are used as inputs into regression formulas that estimate use in areas that do not have equipment installed. The overall visitor counting system and protocol need to be reevaluated for current accuracy. Currently, the park use estimation protocol assumes 15 operational counters across the 469 miles of the Parkway. However, the operational status of some counters is unknown and the NPS is evaluating its counters. The purpose of this study is to update the park's 2002 visitor use statistics procedures and methodology.
