ENSR prepared this report to summarize the results of our review of the potential effects to the Rosenberg property in Wellfleet, Massachusetts from anticipated hydrological changes associated with the restoration of tidal flooding in the Herring River system. The National Park Service (NPS) has been evaluating the potential for removing existing barriers to tidal flooding of the Herring River to restore salt marsh ecosystem functions from Wellfleet Bay inland to Route 6, restoring an estimated 1100 acres of wetland to salt marsh. The Rosenberg property is located along the Herring River roughly 4,500 feet from the lowest dike at Chequesett Neck Road. The Rosenbergs have expressed concerns over the effects of the restored tidal flows, including storm surges, on their property. ENSR has contracted with the Massachusetts Coastal Zone Management-Wetland Restoration Program to conduct a review of pertinent background materials describing and analyzing the proposed tidal regime change, conduct site reviews and interviews with the Rosenbergs, and prepare this report summarizing our findings.
