The shoreline areas that visitors may fish in with a valid state fishing license. Fishing from the shoreline of the Shenandoah River requires a West Virginia fishing license. For the Potomac River, upstream from the confluence of the Potomac and Shenandoah Rivers accepts either a West Virginia or Maryland fishing license. Downstream from the confluence accepts either a Maryland fishing license or a West Virginia or Virginia license, depending on the location.
