The National Park Service invites qualified development teams to design and execute a comprehensive rehabilitation and adaptive reuse plan for the developable portions of Floyd Bennett Field, a 1,450-acre site located in Brooklyn, New York. The Park Service proposes to work in relationship with the private sector to rehabilitate the Field's Historic District; to preserve and enhance its natural environment; and to ensure the availability of resources to maintain this urban park. Significant capital investment will be required for this effort. Therefore, the National Park Service is prepared to consider a broad range of income generating development concepts, including non-traditional recreation uses, at the Field. This Request for Proposals is part of an extensive planning and redevelopment process for Floyd Bennett Field. In addition to the Development Concept Plan and Environmental Assessment, produced by the National Park Service in September 1983, a Solicitation of Developer Interest was issued to the public in November 1988. The responses to the solicitation were quite favorable, and they assisted greatly in refining the parameters and requirements for this Request for Proposals. The purpose of this Request for Proposals is to identify a development team to work with the National Park Service to perform necessary rehabilitation and redevelopment at the Field. The National Park Service will enter into a development agreement with the selected team and negotiate the appropriate lease(s).
