The mutilation of cactuses on desert lands is an ongoing problem of illegal destruction of protected saguaros and other cactus. Removal of protected plants is often completed with axe, machete or bulldozers, clearing land for development and roads without the permission of the AZ Agricultural and Horticulture Commision.
