The Catoctin Camp Architectural Survey and Preservation Maintenance Guide project was a collaboration between the University of Pennsylvania, the Catoctin Mountain Park (CATO), and the National Park Service (NPS) National Capitol Area. Its development was driven by the fundamental principles of collaboration expressed in the following U.S Law Codes referenced in the Task Agreement: Agreements with Educational Institutions to Study National Parks System Resources and the Cooperative Research and Training Programs as enacted through the Cooperative Ecosystem Studies Units Program (CESU). As stated by the NPS, Cooperative Ecosystem Studies Units (CESUs) provide research, technical assistance, and education to federal land management, environmental, and research agencies and their partners. The partners serve the biological, physical, social, cultural, and engineering disciplines needed to address natural and cultural resource management issues at multiple scales and in an ecosystem context. The multi-disciplinary structure of CESUs makes them well-suited to address federal agency needs for sustainability science. The CESU Network has the following objectives: • Provide usable knowledge to support informed decision making; • Ensure the independence and objectivity of research; • Create and maintain effective partnerships among the federal agencies and universities and other partners to share resources and expertise; • Take full advantage of university resources while benefiting faculty and students; • Encourage professional development of current and future federal scientists, resource managers, and environmental leaders; and • Manage federal resources effectively. To achieve the project’s objectives, the partners recognized early on that the original Task Agreement (TA) would need to be modified to reflect recent, as well as long existent NPS resource management protocols, active park service standards and guidelines, as well as understood CATO park needs. Through discussions, the partners were better able to transform the vision of the TA into the reality of a useful deliverable that could serve the wide range of immediate and future park needs while providing a template for “best practices” for the region’s similar resources. The development of the final report is ideally understood through a timeline of events, and for this project the TA can be taken as its point of departure. To understand the project’s evolution, it is best to start with the objectives stated in that agreement and then focus on how limitations and opportunities, both anticipated and unanticipated, led to modification of the original request of performing a condition assessment and creating a preservation maintenance guide.
