This cultural landscape inventory (CLI) documents the NPS lands owned in fee simple within the Central Whidbey Island Historic District, which is synonymous with the Ebey's Landing National Historical Reserve. The CLI uses the existing nomination as the basis for the historical significance, historical context, and summary of landscape characteristics for the historic district. It provides an analysis and evaluation of existing conditions of the landscape characteristics and features within the NPS fee-owned lands of the Reserve. The Central Whidbey Island Historic District is listed under National Register of Historic Places Criteria A, B, and C with a period of significance of 1300-1945 for its association with agriculture, architecture, commerce, recreation/tourism, ethnic heritage (Indigenous or Native Americans), exploration and settlement, education, religion, military, politics and government, Captain George Vancouver and Master Joseph Whidbey, the Ebey family, Captain Thomas Coupe, Judge Lester Still, and its mid-nineteenth century to mid-twentieth century architecture and land use. The CLI recommends updating the period of significance and incorporate Criterion D when the National Register of Historic Places nomination update is available. The Reserve is defined by its natural prairies, high bluffs, rugged beaches, protected coves, rolling hills, and forests dotting its forty-mile length. Cultural landscape characteristics that contribute to the significance of the historic district include natural systems and features, spatial organization, land use, vegetation, circulation, buildings and structures, views and vistas, constructed water features, small scale features, and archeological sites that illustrate several generations of agricultural use. This CLI was prepared by the NPS Regional Cultural Landscapes Program and University of Oregon Cultural Landscapes Research Group.
