The Historic Structure Preservation Guide (HSPG) Is a reference document, tailored to the individual needs of the C.O.'s house, from which park management may obtain guidance for continuing normal housekeeping, maintenance, and minor repairs. This H.S.P.C. consists of three major parts. Part 1 includes a brief history of the Commanding Officer's House and a description of this guide as discussed in this part. Part 2 consists of seven major sections dealing with preservation procedures and maintenance as well as housekeeping and inspection. Part 3 includes documents ranging from a list of contractors and subcontractors to sets of as-built drawings. Section 1 of Part 2 is broken down into two subsections. The first subsection includes a schedule for housekeeping and maintenance procedures. The second subsection is broken down into nine divisions. The first eight divisions deal with certain maintenance procedures for various materials. The last division in this subsection provides detailed specifications for expendable items, so that they may be replaced in material, design and texture as in the original. This division also provides formulas and specifications for any items not found in the normal market. Section 2 consists of an inspection checklist for three areas: Landscape, exterior and interior of the C.O's House. Inspections are to be performed by experienced personnel who follows the inspection checklist, and repairs or adjustments are performed after consulting Section 1 as mentioned earlier and Part 3, Documents. Consultation with the Historic Architect is to be held if this advice is required. The checklist includes forms and graphics {plans and elevations) for documenting the conditions of the building. After these forms are completed, they are submitted to the maintenance foreman who is then responsible for appropriate actions. Section 3 includes a schedule of paint colors relating to the Munsell Color System and a suggested program for paint maintenance and repainting, giving formulas where special materials and textures are used. Section 4 includes a list of both modern and antique hardware utilized throughout the building. Section 5 is a list of materials utilized in this building, manufacturers and suppliers. These materials are groups according to C.S.I. (Construction Specification Institute) system. Section 6 includes manuals for operating and maintaining the HVAC System. Section 7 consists of selected reproductions and publications dealing with maintenance and repair procedures of materials mentioned in Section 1. Part 3. Documents consists of four divisions including a listing of contractors and subcontractors, transmittals, change orders, and as-built drawings and specifications used to carry out the project.
